OPERATING ROOM NURSING COUNCIL OF

CALIFORNIA (ORNCC)

 

The ORNCC met at the Embassy Suites, Irvine on October 3, 2009.

 

1.      WELCOME/INTRODUCTIONS –Shelley Carroll, RN, Chair of the ORNCC

Welcomed the attendees, including two who are on the National AORN ballot

--Claire Everson, RN and Beverly Kirchner, RN.  In attendance was Patrick Voight, RN President of AORN and Tricia Hunter, RN Executive Director ANA\C.  Carroll thanked Judy Dahle, RN and Mary Christianson, RN for arranging the meeting location and luncheon menu.

            2.   APPROVAL OF MINUTES –the minutes of May 2, 2009 were approved as

                  published.

3.      ANNOUNCEMENTS – Carroll announced the ORNCC would be electing a

new Chair and Secretary at the February meeting.  Carroll shared a note from Sandra Jones, RN (Inland Empire Chapter) who is presently serving in Iraq.

4.      MEMBERSHIP UPDATE – Carroll stated she had received several communi-

cations from National AORN Membership Committee.  To date there are 29 associate members and 11 AORN Chapter members.

5.      TREASURER’S REPORT/BUDGET UPDATE – The Treasurer’s report was

given and place on file.

6.      AORN BOARD OF DIRECTOR’S REPORT – Patrick Voight, RN

announced:

·        An International Summit will be held  before Congress.

·        There will be no Saturday night Awards dinner.

·        Individual Awards will be recognized at Opening Session

·        Chapter Awards will be recognized at the Quiz Bowl

·        Exhibits to open Monday night and replace exhibitor’s night

·        There will be one less Forum

·        Wednesday is St. Patrick’s Day.  AORN to obtain tickets to St. Patrick Day venues which Congress attendees may purchase.

·        Bus schedule hours will be decreased. From 1000 till 1400 THERE WILL BE NO SERVICE.

·        There will be more contact hours available to the delegates

·        Exhibits will run Monday night, Tuesday and Wednesday but not on Thursday.

·        AORN is looking for ways not to depend on vendors at Congress as their major revenue stream

·        Dues increase of $20.00 to be proposed to the House of Delegates (HOD).

·        Direct Democracy (one member/one vote) to be proposed to the HOD.

7.      ADVANCED PRACTICE RNFA – An overview of the project, the status of 

feasibility study and the associated ORNCC expenses were presented by Monica Weisbrich, RN, Suzanne Ward, RN, and Nancy Lilliott, RN.  It was emphasized that the ORNCC is the sole owner of the feasibility study.

8.      RNFA UPDATE – Jill Stanfield, CRNFA—no report

9.      ORNCC SCHOLARSHIP – Ron Bennett, RN announced there were no

applications submitted.

10.  VISA MEMBERSHIP – Ron Bennett, RN and Suzanne Ward, RN presented

Wells Fargo merchant account process.  Tricia Hunter, RN offered to combine the ORNCC and the ANA\C into one merchant account.  The ORNCC will continue assessing obtaining a merchant account taking into account the changing banking policies occurring now.

11.  PROFESSIONAL NURSING ISSUES – Monica Weisbrich, RN discussed the

Restructuring of the Board of Registered Nursing (BRN) that has taken place since July 20098, the finger printing requirements for relicensure, diversionary and NECLEX stats and the upcoming Title XVI hearing to be held in Sacramento in November.

12.  LEGISLATIVE REPORT/LOBBY DAYS – Tricia Hunter RN presented the

report for Lydia Miller, RN ORNCC Legislative Representative.  Hunter expanded on the Title XVI hearings regarding a proposed increase in license/certification fees by the BRN and the associated controversy within the nursing community about the proposed increase.  The request for prelicensure education guidelines to become regulations has no opposition within the nursing community or academia.  SB 294 which originally was a Nurse Practitioner bill was gutted changed to focus on administrative changes within the BRN operational functions.  The bill has again been gutted and will become a two (2) year bill.  Hunter announced that ANA\C Lobby Days will be held in Sacramento on 4/19-20/2010.

 

Shelley Carroll, RN reported the Federal Legislative report for Lydia Miller, RN.  AORN National has received concerns about the Association supporting the Obama Healthcare Reform bill.  AORN want to stress that the Association is ONLY supporting those areas of the bill that affect nursing issues.

13.  CALIF0RNIA SOCIETY OF ANESTHESIOLOGIST – Lori Couzens, RN-

No report.

14.  CALNOC REPORT – Suzanne Ward, RN/Lori Couzens, RN—Report was

submitted by Ward, the ORNCC CALNOC representative and will be included in the minutes.

15.  CALIFORNIA INSTITUTE FOR NURSING AND HEALTHCARE

(CINHC) – Judy Dahle, RN.  Report was submitted by Dahle the ORNCC CINHC representative and will be included in the minutes.

16.  STATE COUNCIL LEADERSHIP GROUP – Shelley Carroll reported that

the AORN has a goal of affiliate status from every State Council in the nation.  When stating the ORNCC did not want to continue affiliate status, a task force was formed to look at the pros/cons of affiliate status.  Carroll was appointed a member.

17.  CONGRESS 2010  Sharon McDonald/Judy Righetti—Carroll facilitated

discussion:

·        Hours available—Monday 0930 until 1630, Tuesday—all day.  Meeting to last 1 ½ hours.

·        Convention Center Vs Hyatt Hotel

·        Meeting room with or without food

·        Cost for breakfast or lunch menu is $40.00 without AV costs.

·        Paid speaker Vs one who would not charge

·        Quilt has been offered to the ORNCC as a raffle prize

·        Using a raffle as a fundraiser is illegal in CO.

     Beverly Kirchner, RN, representing the AORN Foundation is asking State

                 Councils to submit items for a silent auction to be held at Congress. Kirchner

                 also described the Paving Stone Foundation fundraiser.  State Councils or

                 individuals are able to purchase a brick ($250.00 each) which will be placed

                 outside the Headquarters building.

18.  NURSES’ FLOAT - Monica Weisbrich, RN gave  progress report of the

project; that fundraising is slow; the Chapter Challenge for the project will begin this month.  Sally Bixby, RN then announced the Tournament of Roses ® (TOR) van was outside and would be available for a photo op after the meeting.  Patrick Voight, RN informed the ORNCC that Bixby will be featured at Opening Session of Congress and perhaps at the International Summit.

19.  WEB PAGE – Suzanne Ward, RN ORNCC Webmaster submitted the website

activities since the May meeting and will be included in the minutes.

20.  OPEN FORUM – No one came forward
